If they don't care enough to come forward, then the police have no reason to go looking for them. THAT bothers me at least as much as anything else. Moreover ... I can see a concern if the house is particularly exposed. I don't see that in this case. Ultimately, I'm going to have to say that this guy is within his rights, because he was in his house and had a reasonable expectation of privacy. Maybe HE should be pressing charges against these people peeking into his windows. Isn't that a violation of HIS rights?
